- Instructional systems design is the systematic process of planning instructional systems , while instructional development is the process of implementing the plans. Together, these two functions are components of what is referred to as instructional technology (the systematic application of theory and other organized knowledge to the task of instructional design and development).

- As a process it is the systematic development of instructional specifications using learning and instructional theory to ensure the quality of instruction. As an area of study it is that branch of knowledge concerned with research and theory about specifications for instruction and the processes for developing those specficiations
